Performance management system is indeed one of the important tools to keep the team members motivated and to reduce attrition.
I would like to add that, Engineering managers can have performance management systems of their own, but HR team should also agree to that system. They might have their own systems. If both of them don't converge then Engineering managers will have tough time to implement theirs.
So I would like to add that the collaboration with HR while defining the performance management system is equally important.
